Provides highly responsible administrative work to lead the Department of Aging and Disabilities. The work includes leading and directing the functions and services provided by the department; policy development/implementation, strategic planning development and implementation, HR, service oversight, and operational and fiscal management of the department. Communicate with elected officials, community partners, funders and appointed councils. Collaborate and partner with community organizations, state, and federal agencies to develop and provide services to meet the needs of the target populations.
Provide vision and direction for the Department of Aging and Disabilities, ensure regulatory compliance with regulations and policies, and promote a client centered culture.
- Development and implementation of strategic plans
- Ensure flexibility in approach to support new and emerging models of care/service provision
- Ensure that the department is customer centric and focused on continuous improvement Oversee the local system of care funded with state, federal and local tax funds for older adults, individuals with physical and intellectual disabilities, programs and the IDD network of care.
- Monitor service delivery, review program outcomes, develop new focus areas, research best practice models and integrate services at the state and local level.
- Work with staff, advisory councils, community based providers, stakeholders, and funders to provide oversight, oversee, coordinate, develop, and implement services.
Community and System Level Engagement and Involvement
- Membership in State Associations, national and local work groups and committees.
- Maintain active involvement in work groups, teams and contract negotiation work groups
- Develop annual contract, pursue system changes and grants and new approaches focused on enhanced services, local, state and national work groups, develop and negotiate annual contracts with the State and other funders.
- Maintain positive relationships with community partners, legislators, staff, funders, and state staff and leadership.
- Advocate for the needs of the populations served including funding and policy change
- Serve as a resource for elected officials information and assistance for constituents and to provide testimony when appropriate
- Partner with community providers, state and federal funders, and universities for research and pilot projects.
Department Guidance, Development, and Management
- Oversee department operations including expenditures, budgets, service delivery, and quality.
- Provide regular staff supervision for direct reports and management team to include, feedback, coaching and support.
- Work with department, division and county budget and finance staff on the annual budgets, budget grant development, implementation, and modifications during the year.
Minimum Qualifications: Master’s degree from an accredited college or university in Gerontology, Social Work, Psychology, Public Administration, or a related field. Five (5) years of social service managerial experience. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance.
Preferred Qualifications: Seven years of demonstrated leadership in social services. Five years of experience in an Aging or Disabilities organization. Doctorate from an accredited college or university in Gerontology, Social Work, or Public Administration. Licensed Specialist Clinical Social Worker (LSCSW).
