Johnson County Developmental Supports (JCDS) is currently seeking qualified candidates for the position of Deputy Director. JCDS serves people with intellectual and developmental disabilities. We focus on individuals’ abilities, provide choice driven support, and advocate alongside people to live and work in our community. Job Responsibilities:

  • Provides executive level leadership and management of the service delivery system in Johnson County directly and indirectly through staff to promote persons with intellectual and developmental disabilities (IDD) opportunities of choice to increase their independence, productivity, inclusion and integration into the community; develops guiding principles, new initiatives and overall procedures for improving the quality of services; delegates, monitors and supervises the implementation of services; contribute as a member of the JCDS Senior Management team; and provide consultation, technical assistance and coaching to JCDS affiliate service providers.
  • Implements continuous quality improvement processes of IDD services; maintains knowledge of best practices for providing supports and services; collaborates with nationally renowned professionals with expertise in quality services; directly and through delegation, enhances the methods of observation, documentation, analysis and reporting of services; builds morale in world of change into high performing organization (HPO).
  • Manages financial resources of the service delivery system to optimize services and supports to persons with IDD; analyzes cost-benefit data of current service delivery system; contributes to the development of the agency’s annual budget proposal; creates annual goals and objectives for allocating financial resources; monitors revenues and expenditures; realigns allocated resources based on business needs to maintain fiscal integrity, achieves goals and strategic initiatives.
  • Promotes an organization that is responsive to the changing needs of persons served; creates annual goals and objectives for implementing JCDS services and supports; contributes to the creation of annual goals and objectives for the IDD system; develops strategies and initiatives designed to improve the quality of the service delivery system.
  • Analyzes trends in the development, financing and delivery of services and supports to persons with IDD to promote an effective role for JCDS in the lives of persons served; analyzes and interprets cost-benefit data of current delivery practices; determines impacts on service delivery as a result of changes, or potential changes; compares external and internal impact to current mission, goals and direction set by Executive Director, Governing Board, BOCC and State of Kansas; understands scope and impact of federal changes to the IDD system; interacts with InterHab and other similar organizations (ANCOR, NADD, AAIDDE).
  • Serves on behalf of the Executive Director; duties are as designated and delegated by the Executive Director.

Minimum Job Requirements:

  • Master’s Degree in Public Administration, Human Services, Special Education, Business Administration, or relevant field.
  • Twelve (12) years of experience working in a human services field are required.
  • Five (5) years of supervisory experience.
  • A valid driver’s license and good driving record are also required.

Johnson County Government requires reference/background screening for all positions.  Specified criteria may vary by Department/Agency.

Preferred Job Requirements:

  • Twelve (12) years of experience in an IDD program, to include direct contact with consumers in residential and employment settings, program administration and management, including the use of federal, state and local funds, management of staff and budgets and achievement of objectives designed to support community integration of people with disabilities.

Education/Experience Substitutions:

  • Education may be substituted for experience. Experience may be substituted for education.

Physical, Environmental, and Special Working Conditions:

  • This position requires performance of various physical components at defined standards for the safety of employees and individuals served.
  • Exposure to hazardous materials (bodily fluids).

All County employees may be called upon to assist other departments in a declared emergency situation.
